Which closed tickets in the AI corpus are too sparse to teach future triage, plus per-agent closure-quality averages over bounded 90-day / 30-day windows and a trend so improving agents recover. Scored via cx_handling_quality (see server/utils/closure-quality.ts) and the enrichment heuristic (server/utils/enrichment-quality.ts).
